Anything to reduce resistance will help. So along with your TPI,
ANY lighter engine components will help. Toyotas make pretty decent power out of small engines and get great mileage in part because their cranks have bearings.
You can also use a roller cam to help out. Good bearings to let the car roll better will go a long ways as well.

All engines have crank bearings so i am not sure what the other answer means by that. You are going for plenty of power, so look for highway gears and a 5 or 6 speed transmission to get as much overdrive as you can get. The hard part is that your engine is not new so the TPI and overdrive trannys are hard to find.

I don't know why people keep wanting awesome fuel economy from a Muscle Car, and a Big Block Muscle Car at that. You want better fuel efficiency, put a damn Pontiac 350 in it and call it a day. Or you could just keep your big block muscle car and deal with it, go buy a $500 hooptie as a daily driver. Or you could find you a wrecked '05 and later GTO and get the LS2 6.0 out of it and the transmission to match, but that's money right there.

cars in that era did not strive to be fuel officiant.
today they re-burn exhaust and other gas saving measures.
i don't think there will be much you could do to get any where near 20mpg on a muscle car like that
